The Challenge
The implementation of a new Federal Financials System with an SAP US Federal Government solution in order to meet the mandatory requirements of the Financial Systems Integration Office (FSIO) (Formerly the Joint Financial Management Improvement Program). The Integrated Financial System (IFS) project began in 2001 with CSC as the prime contractor with BearingPoint and SAP subcontracting. The project moved into the Realization (Build) phase in 2002. Numerous challenges were found during this phase due to the complex processes of the IRS.
The Solution
Integrated Business Consulting provided the CSC team with a group of experienced SAP consultants with federal financials experience and an ability to provide unique solutions. The IBC team was able to work through each problem and provide solutions through customer modifications, user exits, system substitutions and validations. When unable to provide a solution within the SAP system, the consultants of IBC designed external solutions through interfaces and Excel based integration points.
The Results
The IRS successfully went live in October 2004 with SAP 4.6c and the IS-PS 4.62 industry solution which included General Ledger, Accounts Payable, Accounts Receivable, Funds Management, Budget Formulation, Procurement, Travel, Cost Management, and Reporting. The most significant achievement was the attainment of a clean audit from the Government Accountability Office in November of 2005.
